ASSISTANT SUPERINTENDENT FOR
HUMAN RESOURCES
JOB GOAL: To provide effective leadership, management, coordination and direction in the development, implementation, and evaluation of all personnel practices and policies for the Cartwright Elementary School District.
QUALIFICATIONS;
- Successful experience as a site administrator
- Successful experience in school district Human Resources
- Holds Principal Certification
- Holds or eligible to obtain Superintendent Certification
- Evidence of leadership in delivery of professional development for administrators
- Evidence of strong working knowledge of Governing Board policies, state and federal laws regarding school district, personnel management and provides guidance on law-related matters and seek advice from legal counsel when required
- Evidence of knowledge of national standards and the Arizona Academic Standards
- Evidence of successful experience with employee associations
- Evidence of independent decision-making skills
- Evidence of strong interpersonal skills
- Evidence of collaborative skills
- Demonstrated knowledge of technology skills
- Demonstrated ability to communicate in oral and written form
- Evidence of being a life-long learner
- Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
Proof of COVID-19 Vaccination is required prior to start of employment. CDC defines fully vaccinated as both doses of the Moderna and/or Pfizer and one booster; single dose of Johnson & Johnson plus one booster.
PERFORMANCE RESPONSIBILITIES:
Responsibilities shall include, but not be limited to, the following:
- Oversees the recruitment, selection and employment of the best qualified personnel to staff all District openings.
- Oversees background checking and fingerprinting procedures for applicants and employees.
- Oversees the creation, training and monitoring of an employee appraisal program that contributes to the continuous improvement of staff performance.
- Recommends reviews and designs all job application forms used by the District, ensuring their compliance with state and federal statutes and Board policies on nondiscrimination.
- Works with administrators on personnel matters.
- Supervises the administration of the District's retirement program.
- Leads, coordinates. facilitates, in collaboration with CEA, the meet and confer process as directed by the Superintendent or Governing Board.
- Serves as District liaison for the placement of all interns and student teachers from community colleges and universities.
- Attends all Superintendent's meetings and CAT/ PAC meetings when needed and serves actively to improve communication, cooperation and planning in the District.
- Oversees and recommends all assignments, transfers, resignations and dismissals of personnel to the Governing Board.
- Provides guidance to District administrative and supervisory personnel in matters relating to employee relations.
- Provides necessary advice and processing for issuance and renewal of state credentials.
- Ensures timely announcements of dates to be observed by applicants and employees to comply with state and District requirements.
- Leads, plans, develops and revises personnel policies in accordance with state law for submission to the Board for adoption.
- Maintains personnel handbooks.
- Assumes administrative responsibility for routine duties of the Human Resources office.
- Leads and ensures effective staffing practices that align to budget for all schools and departments and that staffing is implemented annually, effectively, and efficiently
- Engages in advocating, promoting and securing the rights of all persons with particular reference to employees of the District.
- Regularly reports and makes recommendations to the Superintendent on policies, practices and procedures for improving District personnel services.
- Leads, oversees and ensures effective practices and systems are in place for the processing of complaints regarding alleged or suspected unlawful employment practices.
- Coordinates the management of the District personnel recordkeeping system.
- Prepares contracts and continuing employment paperwork for all employee groups and ensures appropriate and timely collaboration of all departments to ensure this process is effective.
- Manages the substitute calling system and oversees the recruitment, selection, onboarding, and employment of all substitutes.
- Manages the Human Resources budget.
- Oversees all advertisement and job postings for vacant job positions in the District.
- Maintains and updates a complete file of job descriptions in the District
- Maintains ongoing communication with schools of higher learning likely to prove helpful as sources of personnel.
- Works with the Assistant Superintendent for Educational Services, the Deputy Superintendent and Chief Financial Officer in providing recommendations to the Superintendent for the continuous improvement of District processes and programs.
- Maintains an ongoing line of communication with the Superintendent on all personnel matters
- Attends state, regional and national professional conferences related to responsibilities as approved by the Superintendent and governed by District policy.
- Continues own professional development through activities such as: involvement in professional organizations; attendance and presentation at professional conferences.
- Performs other job-related duties as assigned.
